      The President of the Federal Supreme Court, Judge Jassim Muhammad Abboud, received on Wednesday, 24/4/2024, the Ambassador of Azerbaijan in Baghdad, Mr. Naseer Mammadov, at the headquarters of the Federal Supreme Court in Baghdad.

The President of the Federal Supreme Court welcomed the Ambassador of Azerbaijan in Baghdad, and during the meeting, they discussed the development of relations between the two friendly countries and the strengthening of joint cooperation in all fields and the need for communication and continuous meetings to exchange legal experiences in the field of constitutional justice. Democracy to achieve the rule of law and the constitution, where the Federal Supreme Court in Baghdad opened the horizons of communication with its counterparts in the Arab and international world and to learn about the experiences of countries in this field to support the political and democratic process in Iraq.

They also discussed the decisions issued by the Federal Supreme Court, in particular the decision on the salaries of employees, retirees and beneficiaries of the social protection network in the Kurdistan Region, and that the aforementioned decision included obliging the federal government to pay those salaries in accordance with the principle of equality for all Iraqi people in accordance with what was stated in Article (14) of the Constitution of the Republic of Iraq for the year 2005, despite the fact that the Federal Budget Law No. (13) for the years 2023, 2024 and 2025 obliges the regional government to implement what was stated in paragraphs (1, Beh, Jim, and Dal) of the second item of article 12 of the aforementioned law, and then the federal government pays the region's dues, but the federal court proved to it that this dispute is very influential on the standard of living of the aforementioned segments in the region and depriving them of their rights, after the decision was issued, two salaries were handed over for two consecutive months, and the President of the Federal Supreme Court indicated that the federal system in Iraq consists of a capital, regions, decentralized governorates, and local administrations based on the provisions of Article 116 of the Constitution, and that the Constitution approved upon its exhaustion the Kurdistan Region and its existing authorities as a federal region based on the provisions of Article 117 of the Constitution, and the authorities of the regions have the right to exercise legislative, executive and judicial powers in accordance with the provisions of the Constitution, except for the exclusive competencies of the federal authorities based on the provisions of Article (121/1st) of the Constitution The governorates that are not organized in a region shall enjoy broad administrative and financial powers to enable them to manage their affairs in accordance with the principle of administrative decentralization in accordance with the provisions of Article (122/2nd) of the Constitution. The Azerbaijani ambassador explained that his country is looking forward to building strong relations with the Iraqi side at various levels, especially in the field of constitutional justice, and praised the independence of the Iraqi judiciary and the role of the Federal Supreme Court in consolidating constitutional and democratic principles to ensure building a parliamentary system based on the rule of law and praised the historical relations between the Iraqi and Azerbaijani peoples and will work to create an atmosphere for the development of relations between the two countries in the field of constitutional justice.
